近日(ri),海南(nan)省人民政府(fu)印發《海南(nan)省“十四(si)五”節能減排綜(zong)合(he)工(gong)作方案》,其中(zhong)提到:

海南省“十四五”節能減排綜合工作方案

為(wei)深(shen)入(ru)貫徹落(luo)實黨中央、國務院重大(da)戰略決(jue)策(ce)部署,大(da)力推動(dong)節能(neng)減(jian)排(pai),建(jian)立健全具有海南(nan)特色(se)的綠(lv)色(se)低碳(tan)(tan)循環發(fa)展經濟體系(xi),助力實現(xian)碳(tan)(tan)達峰碳(tan)(tan)中和目標,根據《國務院關于(yu)印發(fa)“十四(si)五”節能(neng)減(jian)排(pai)綜合工(gong)作(zuo)方案(an)的通知》(國發(fa)〔2021〕33號)精神,結(jie)合我省實際,制定本(ben)方案(an)。

一、總體要求

以習近(jin)平(ping)新時代中(zhong)國(guo)特(te)色社(she)會(hui)主(zhu)義思想為(wei)指導,全(quan)(quan)面貫徹(che)黨的二十大精神(shen),深入貫徹(che)習近(jin)平(ping)生態(tai)文明思想,貫徹(che)落實(shi)習近(jin)平(ping)總書記(ji)關(guan)于海南工(gong)作的系列重(zhong)要講話和指示(shi)(shi)批示(shi)(shi)精神(shen),立足(zu)新發(fa)(fa)展(zhan)階段,完整(zheng)、準(zhun)確、全(quan)(quan)面貫徹(che)新發(fa)(fa)展(zhan)理(li)念(nian),構建新發(fa)(fa)展(zhan)格局,推動(dong)高質量(liang)發(fa)(fa)展(zhan),圍繞海南自由貿易港建設“三區(qu)一中(zhong)心”戰略定(ding)位,錨(mao)定(ding)發(fa)(fa)展(zhan)和生態(tai)底線,實(shi)施節(jie)能(neng)(neng)減(jian)排重(zhong)點工(gong)程,健全(quan)(quan)節(jie)能(neng)(neng)減(jian)排政策機制(zhi),強化節(jie)能(neng)(neng)降碳(tan)減(jian)污協同增(zeng)效(xiao),全(quan)(quan)面提升能(neng)(neng)源(yuan)資源(yuan)利用效(xiao)率和產(chan)出效(xiao)益,實(shi)現生態(tai)環境質量(liang)持續(xu)改善,確保完成“十四(si)五”節(jie)能(neng)(neng)減(jian)排目標(biao),為(wei)實(shi)現碳(tan)達峰碳(tan)中(zhong)和目標(biao)奠定(ding)堅實(shi)基礎。

二、主要目標

到(dao)(dao)(dao)2025年(nian),全省萬(wan)元國內生產總值(zhi)能耗比(bi)2020年(nian)下降13%,能源消費總量得到(dao)(dao)(dao)合理控制(zhi),化學需氧量、氨氮(dan)、氮(dan)氧化物、揮(hui)發性有機物等主要污染物重點(dian)工程減(jian)排(pai)量達(da)(da)到(dao)(dao)(dao)1.83萬(wan)噸、0.13萬(wan)噸、0.4萬(wan)噸和0.13萬(wan)噸。節能減(jian)排(pai)政策機制(zhi)更加健全,重點(dian)行業能源利用效(xiao)(xiao)率和主要污染物排(pai)放控制(zhi)水平(ping)基(ji)本達(da)(da)到(dao)(dao)(dao)國際先進水平(ping),經濟社(she)會發展綠色轉型取得顯著成效(xiao)(xiao)。

三、實施節能減排重點工程

(一)重點行業綠色升級工程。

加(jia)強(qiang)節(jie)(jie)(jie)能(neng)(neng)減排(pai)(pai)技(ji)術(shu)創(chuang)新和(he)推(tui)(tui)(tui)廣應(ying)(ying)用,推(tui)(tui)(tui)動一批節(jie)(jie)(jie)能(neng)(neng)降(jiang)碳技(ji)術(shu)產(chan)業(ye)化(hua)(hua)應(ying)(ying)用示范工(gong)程盡(jin)快落地。在(zai)石油化(hua)(hua)工(gong)、生物醫(yi)藥(yao)、建(jian)(jian)材等(deng)(deng)(deng)領域(yu)開(kai)展(zhan)綠(lv)色工(gong)業(ye)設(she)計(ji)試點(dian)(dian),探索(suo)構(gou)建(jian)(jian)綠(lv)色產(chan)業(ye)鏈。支(zhi)(zhi)持農副產(chan)品(pin)加(jia)工(gong)、食品(pin)加(jia)工(gong)、醫(yi)藥(yao)等(deng)(deng)(deng)產(chan)業(ye)實(shi)(shi)施綠(lv)色升(sheng)級改(gai)(gai)(gai)(gai)(gai)造(zao)(zao),鼓勵建(jian)(jian)設(she)綠(lv)色工(gong)廠(chang)。實(shi)(shi)施重點(dian)(dian)用能(neng)(neng)單位(wei)限期節(jie)(jie)(jie)能(neng)(neng)降(jiang)碳提升(sheng)改(gai)(gai)(gai)(gai)(gai)造(zao)(zao)機(ji)制,在(zai)煉油、乙烯、水泥(ni)、平板玻(bo)璃(li)、化(hua)(hua)肥等(deng)(deng)(deng)重點(dian)(dian)行(xing)(xing)業(ye)和(he)數(shu)(shu)據中心實(shi)(shi)施節(jie)(jie)(jie)能(neng)(neng)降(jiang)碳技(ji)術(shu)改(gai)(gai)(gai)(gai)(gai)造(zao)(zao)行(xing)(xing)動。到2025年(nian),全省(sheng)重點(dian)(dian)領域(yu)達(da)到能(neng)(neng)效標(biao)桿水平的企(qi)業(ye)數(shu)(shu)量(liang)比例(li)超過30%。推(tui)(tui)(tui)動開(kai)展(zhan)清潔生產(chan)改(gai)(gai)(gai)(gai)(gai)造(zao)(zao),鼓勵推(tui)(tui)(tui)進清潔生產(chan)評價認證機(ji)制,具備(bei)條件的企(qi)業(ye)通(tong)過清潔生產(chan)改(gai)(gai)(gai)(gai)(gai)造(zao)(zao)力爭全部達(da)到2級清潔生產(chan)水平。推(tui)(tui)(tui)動生活垃圾焚燒發電廠(chang)、建(jian)(jian)材行(xing)(xing)業(ye)、工(gong)業(ye)鍋(guo)(guo)爐(lu)等(deng)(deng)(deng)行(xing)(xing)業(ye)大氣(qi)(qi)污染物排(pai)(pai)放提標(biao)改(gai)(gai)(gai)(gai)(gai)造(zao)(zao)。引導支(zhi)(zhi)持企(qi)業(ye)主(zhu)動調整結構(gou)、技(ji)術(shu)升(sheng)級,燃煤機(ji)組(zu)、燃煤鍋(guo)(guo)爐(lu)實(shi)(shi)現超低排(pai)(pai)放,燃氣(qi)(qi)鍋(guo)(guo)爐(lu)推(tui)(tui)(tui)行(xing)(xing)低氮燃燒改(gai)(gai)(gai)(gai)(gai)造(zao)(zao)。強(qiang)化(hua)(hua)新一代數(shu)(shu)字基礎設(she)施節(jie)(jie)(jie)能(neng)(neng)管(guan)理(li),推(tui)(tui)(tui)廣高(gao)效制冷技(ji)術(shu)、先進通(tong)風技(ji)術(shu)、余熱利用技(ji)術(shu)、能(neng)(neng)耗管(guan)理(li)系(xi)統等(deng)(deng)(deng)。“十四五”時(shi)期,規(gui)模(mo)以上工(gong)業(ye)單位(wei)增加(jia)值(zhi)能(neng)(neng)耗下(xia)降(jiang)13.5%,萬元工(gong)業(ye)增加(jia)值(zhi)用水量(liang)下(xia)降(jiang)12%;新建(jian)(jian)大型(xing)、超大型(xing)數(shu)(shu)據中心電能(neng)(neng)利用效率優(you)于1.3。(省(sheng)工(gong)業(ye)和(he)信息化(hua)(hua)廳、省(sheng)發展(zhan)改(gai)(gai)(gai)(gai)(gai)革委、省(sheng)生態環境廳、省(sheng)市場監管(guan)局、省(sheng)科技(ji)廳按職(zhi)責(ze)分工(gong)負責(ze))

(二)園區節能環保提升工程。

實施園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)循(xun)環(huan)化(hua)改造工程,各園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)在一(yi)年(nian)內(nei)盡快(kuai)編制循(xun)環(huan)化(hua)改造實施方(fang)案。預計到2025年(nian),洋浦經濟開發(fa)區(qu)(qu)、海口國(guo)家高新技術產(chan)業(ye)(ye)(ye)開發(fa)區(qu)(qu)、老城(cheng)經濟開發(fa)區(qu)(qu)、東(dong)方(fang)臨(lin)港產(chan)業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)、昌(chang)江清潔能源(yuan)(yuan)高新技術產(chan)業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)完成循(xun)環(huan)化(hua)改造工作。引導企業(ye)(ye)(ye)向(xiang)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)集(ji)聚,推動園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)能源(yuan)(yuan)系統整體(ti)(ti)優(you)化(hua),鼓(gu)勵(li)企業(ye)(ye)(ye)、園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)優(you)先利用(yong)可(ke)再生能源(yuan)(yuan),因地(di)制宜(yi)建(jian)設電、熱、冷、氣等(deng)多種能源(yuan)(yuan)協同互濟的綜合能源(yuan)(yuan)項(xiang)目(mu),淘汰集(ji)中供熱范(fan)圍內(nei)的分(fen)散供熱鍋(guo)爐。以(yi)省級園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)為重(zhong)點(dian),開展產(chan)業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)綜合能效提升行動。建(jian)設工業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)污(wu)(wu)水(shui)(shui)集(ji)中處理設施,污(wu)(wu)水(shui)(shui)收集(ji)管網與園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)集(ji)中式污(wu)(wu)水(shui)(shui)處理廠同步建(jian)設,做好“清污(wu)(wu)分(fen)流、雨污(wu)(wu)分(fen)流”。全面(mian)開展清潔生產(chan)審(shen)核,鼓(gu)勵(li)重(zhong)點(dian)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)探索多污(wu)(wu)染物與溫室氣體(ti)(ti)減排協同創(chuang)新示范(fan),推動洋浦經濟開發(fa)區(qu)(qu)、東(dong)方(fang)臨(lin)港產(chan)業(ye)(ye)(ye)園(yuan)(yuan)(yuan)(yuan)(yuan)等(deng)重(zhong)點(dian)園(yuan)(yuan)(yuan)(yuan)(yuan)區(qu)(qu)達到國(guo)內(nei)清潔生產(chan)與減污(wu)(wu)降碳領(ling)先水(shui)(shui)平。(牽頭單位(wei):省發(fa)展改革(ge)委;配(pei)合單位(wei):省工業(ye)(ye)(ye)和信息化(hua)廳、省生態環(huan)境廳等(deng))

(三)城鎮綠色節能改造工程。

優化(hua)(hua)城(cheng)市(shi)(shi)(shi)發展空間,在有(you)條件的(de)地區(qu)探索形成空間資源高度“循(xun)環利(li)用(yong)(yong)”的(de)“海(hai)南模式(shi)”,打造(zao)熱(re)帶濱海(hai)島(dao)嶼特色(se)的(de)綠色(se)低碳發展道路,推動低碳城(cheng)市(shi)(shi)(shi)、韌性(xing)城(cheng)市(shi)(shi)(shi)、海(hai)綿(mian)城(cheng)市(shi)(shi)(shi)、“無廢城(cheng)市(shi)(shi)(shi)”建(jian)(jian)設。大力發展具(ju)有(you)海(hai)南熱(re)帶島(dao)嶼特色(se)的(de)綠色(se)建(jian)(jian)筑(zhu)(zhu),加快發展超低能(neng)耗建(jian)(jian)筑(zhu)(zhu),積極推進(jin)既有(you)建(jian)(jian)筑(zhu)(zhu)節能(neng)改造(zao)、建(jian)(jian)筑(zhu)(zhu)光(guang)伏(fu)一體化(hua)(hua)建(jian)(jian)設,提(ti)升(sheng)(sheng)綠色(se)建(jian)(jian)材推廣應用(yong)(yong)水(shui)平和(he)建(jian)(jian)筑(zhu)(zhu)垃圾(ji)資源化(hua)(hua)利(li)用(yong)(yong)率(lv)。到(dao)2025年,城(cheng)鎮新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)全面執行綠色(se)建(jian)(jian)筑(zhu)(zhu)標準,星級綠色(se)建(jian)(jian)筑(zhu)(zhu)占比達(da)到(dao)30%以上。以建(jian)(jian)筑(zhu)(zhu)中(zhong)央空調、數據中(zhong)心、商(shang)務產(chan)業園(yuan)區(qu)、冷(leng)鏈物流(liu)等為重點,實(shi)施綠色(se)高效制冷(leng)行動。實(shi)施公共供水(shui)管(guan)網(wang)漏損治理(li)工程。進(jin)一步完善(shan)企業能(neng)源管(guan)理(li)體系(xi),加快淘汰老(lao)舊高耗能(neng)設備(bei),推進(jin)制冷(leng)、供熱(re)、照明(ming)系(xi)統節能(neng)改造(zao)升(sheng)(sheng)級。(牽頭(tou)單(dan)位:各市(shi)(shi)(shi)縣政府(fu);配合(he)單(dan)位:省(sheng)住房城(cheng)鄉建(jian)(jian)設廳(ting)、省(sheng)發展改革委、省(sheng)工業和(he)信息化(hua)(hua)廳(ting)、省(sheng)市(shi)(shi)(shi)場(chang)監管(guan)局、省(sheng)水(shui)務廳(ting)、省(sheng)機關(guan)事務管(guan)理(li)局等)

(四)交通物流節能減排工程。

開(kai)展(zhan)(zhan)清潔柴(chai)油(you)(you)車(che)(che)行動(dong),嚴(yan)格落實(shi)營運(yun)(yun)重(zhong)型柴(chai)油(you)(you)車(che)(che)燃料消耗量(liang)(liang)(liang)達標核查。推(tui)廣新(xin)(xin)能源(yuan)汽車(che)(che),加快交(jiao)(jiao)(jiao)通電(dian)氣(qi)化(hua)進(jin)程(cheng)(cheng),建設(she)(she)世界(jie)新(xin)(xin)能源(yuan)汽車(che)(che)體(ti)驗(yan)中(zhong)心。開(kai)展(zhan)(zhan)新(xin)(xin)能源(yuan)汽車(che)(che)換(huan)(huan)電(dian)模(mo)式(shi)(shi)試點,鼓勵(li)在礦山、港口(kou)、園區(qu)等(deng)場(chang)景的(de)示范應(ying)用(yong)(yong),加快中(zhong)重(zhong)型車(che)(che)輛電(dian)動(dong)化(hua)進(jin)程(cheng)(cheng)。到2025年,公共(gong)(gong)服務領(ling)域(yu)和(he)社會運(yun)(yun)營領(ling)域(yu)新(xin)(xin)增和(he)更換(huan)(huan)車(che)(che)輛使用(yong)(yong)清潔能源(yuan)比例達100%。加快新(xin)(xin)能源(yuan)和(he)清潔能源(yuan)在船舶(bo)領(ling)域(yu)的(de)應(ying)用(yong)(yong),推(tui)進(jin)船舶(bo)“油(you)(you)改(gai)氣(qi)”,提高(gao)(gao)船舶(bo)新(xin)(xin)能源(yuan)使用(yong)(yong)比例。推(tui)進(jin)港口(kou)岸(an)(an)電(dian)設(she)(she)施和(he)船舶(bo)受電(dian)設(she)(she)施安裝、匹配(pei)改(gai)造,到2025年,全(quan)(quan)省港口(kou)岸(an)(an)電(dian)設(she)(she)施覆蓋率(lv)達100%。積極推(tui)進(jin)航(hang)空(kong)生(sheng)物燃料的(de)應(ying)用(yong)(yong),不(bu)斷提高(gao)(gao)清潔能源(yuan)在機場(chang)能耗中(zhong)的(de)占比,降低貨物運(yun)(yun)輸(shu)(shu)(shu)空(kong)載率(lv)。積極運(yun)(yun)用(yong)(yong)大數(shu)據(ju)優化(hua)運(yun)(yun)輸(shu)(shu)(shu)結(jie)構,因(yin)地制宜推(tui)動(dong)公鐵、公水、空(kong)陸等(deng)形(xing)式(shi)(shi)多樣的(de)多式(shi)(shi)聯運(yun)(yun)發(fa)(fa)展(zhan)(zhan)。大力發(fa)(fa)展(zhan)(zhan)共(gong)(gong)享交(jiao)(jiao)(jiao)通,推(tui)動(dong)汽車(che)(che)租(zu)賃業(ye)發(fa)(fa)展(zhan)(zhan),完(wan)善(shan)城市步行和(he)非機動(dong)車(che)(che)慢(man)行交(jiao)(jiao)(jiao)通系統。到2025年底,力爭(zheng)全(quan)(quan)省新(xin)(xin)能源(yuan)汽車(che)(che)保(bao)有量(liang)(liang)(liang)達50萬輛,新(xin)(xin)能源(yuan)汽車(che)(che)保(bao)有量(liang)(liang)(liang)占全(quan)(quan)省汽車(che)(che)保(bao)有量(liang)(liang)(liang)的(de)20%,營運(yun)(yun)交(jiao)(jiao)(jiao)通工(gong)具換(huan)(huan)算周轉量(liang)(liang)(liang)碳排放強度較(jiao)2020年下降6%左(zuo)右,交(jiao)(jiao)(jiao)通運(yun)(yun)輸(shu)(shu)(shu)碳排放增長(chang)控制在合(he)理(li)區(qu)間。全(quan)(quan)面推(tui)廣綠(lv)(lv)色快遞包裝,引導電(dian)商企(qi)業(ye)、郵政(zheng)快遞企(qi)業(ye)選購使用(yong)(yong)獲得綠(lv)(lv)色認證的(de)快遞包裝產品。加快綠(lv)(lv)色倉儲建設(she)(she),推(tui)廣應(ying)用(yong)(yong)標準(zhun)化(hua)物流(liu)(liu)周轉箱,打造高(gao)(gao)效(xiao)節能冷鏈物流(liu)(liu)體(ti)系,鼓勵(li)建設(she)(she)綠(lv)(lv)色物流(liu)(liu)園區(qu)。(省交(jiao)(jiao)(jiao)通運(yun)(yun)輸(shu)(shu)(shu)廳(ting)、省發(fa)(fa)展(zhan)(zhan)改(gai)革委、省住房城鄉(xiang)建設(she)(she)廳(ting)、省財政(zheng)廳(ting)、省商務廳(ting)、省公安廳(ting)、省生(sheng)態環境廳(ting)、省工(gong)業(ye)和(he)信息化(hua)廳(ting)、民航(hang)海南安全(quan)(quan)監管(guan)局、民航(hang)三(san)亞(ya)安全(quan)(quan)監管(guan)局、海南海事局按(an)職責分(fen)工(gong)負責)

(五)農業農村節能減排工程。

(六)公共機構能效提升工程。

推動(dong)公(gong)共機(ji)(ji)構率(lv)先采用蓄(xu)能(neng)(neng)(neng)技(ji)術和(he)(he)(he)使用太陽能(neng)(neng)(neng)、風能(neng)(neng)(neng)等清潔能(neng)(neng)(neng)源提供自身(shen)供電、制(zhi)冷等能(neng)(neng)(neng)源需求。率(lv)先采購使用節(jie)能(neng)(neng)(neng)和(he)(he)(he)新(xin)(xin)能(neng)(neng)(neng)源汽車(che),新(xin)(xin)建(jian)和(he)(he)(he)既有(you)停車(che)場(chang)要(yao)配備電動(dong)汽車(che)充(chong)電設(she)施或預(yu)留充(chong)電設(she)施安裝條件,“十四五(wu)”期間,公(gong)共機(ji)(ji)構綠色建(jian)筑標準執(zhi)行(xing)率(lv)達到100%,新(xin)(xin)建(jian)國家(jia)(jia)機(ji)(ji)關辦公(gong)建(jian)筑、政府和(he)(he)(he)國有(you)資本投資的單(dan)體建(jian)筑應當全部達到一(yi)星(xing)級(ji)(ji)以(yi)(yi)上。除特(te)殊用途外(wai),省(sheng)級(ji)(ji)機(ji)(ji)關及公(gong)共機(ji)(ji)構新(xin)(xin)增和(he)(he)(he)更(geng)新(xin)(xin)的公(gong)務用車(che)100%使用純電動(dong)車(che)。全面(mian)開展(zhan)節(jie)約型(xing)機(ji)(ji)關創建(jian)行(xing)動(dong),到2025年,創建(jian)國家(jia)(jia)級(ji)(ji)示(shi)范(fan)單(dan)位(wei)(wei)50家(jia)(jia)以(yi)(yi)上,省(sheng)級(ji)(ji)示(shi)范(fan)單(dan)位(wei)(wei)50家(jia)(jia)以(yi)(yi)上。(牽頭單(dan)位(wei)(wei):省(sheng)機(ji)(ji)關事務管理局;配合(he)單(dan)位(wei)(wei):省(sheng)住房城鄉建(jian)設(she)廳、省(sheng)發展(zhan)改革委、省(sheng)工(gong)業和(he)(he)(he)信息化廳等)

(七)煤炭清潔高效利用工程。

抓好煤(mei)炭(tan)清潔高(gao)效利用(yong),推(tui)進存(cun)量(liang)煤(mei)電(dian)機組節(jie)煤(mei)降耗改(gai)(gai)(gai)造(zao)、供熱(re)(re)改(gai)(gai)(gai)造(zao)、靈活性(xing)改(gai)(gai)(gai)造(zao)“三(san)改(gai)(gai)(gai)聯動(dong)”。推(tui)廣大(da)型燃煤(mei)電(dian)廠熱(re)(re)電(dian)聯產(chan)改(gai)(gai)(gai)造(zao),充分挖掘供熱(re)(re)潛(qian)力(li),加大(da)產(chan)業(ye)結構(gou)調整力(li)度,在建材等重點行(xing)業(ye)推(tui)進煤(mei)炭(tan)清潔化改(gai)(gai)(gai)造(zao),探索煤(mei)改(gai)(gai)(gai)氣(qi),推(tui)進以工業(ye)余(yu)(yu)熱(re)(re)、電(dian)廠余(yu)(yu)熱(re)(re)、清潔電(dian)力(li)和天然氣(qi)替代(dai),通過(guo)集中供熱(re)(re)、能源(yuan)綜合利用(yong)等途(tu)徑,大(da)力(li)推(tui)進散煤(mei)治理(li),全面淘汰分散燃煤(mei)小鍋爐。(牽頭(tou)單(dan)位:省發展改(gai)(gai)(gai)革(ge)委;配合單(dan)位:省工業(ye)和信息化廳、省市(shi)場監管局等)

(八)揮發性有機物綜合整治工程。

推進原(yuan)輔材料和(he)產品源頭替代工程。嚴格控制(zhi)生產和(he)使用(yong)高(gao)(gao)VOCs含量(liang)建設項(xiang)目,加快推動現(xian)有項(xiang)目產品升級轉型(xing),提高(gao)(gao)水性、高(gao)(gao)固體分(fen)(fen)(fen)、無(wu)溶劑(ji)、粉末等低(di)VOCs含量(liang)產品的比重。實(shi)施揮發性有機物(wu)全(quan)過(guo)程污染治理。對(dui)VOCs物(wu)料儲(chu)(chu)存、轉移和(he)輸送、設備與管(guan)線(xian)組(zu)(zu)件泄(xie)漏、敞開液面逸散、工藝過(guo)程以及廢(fei)氣(qi)收集處(chu)理系統等環(huan)節無(wu)組(zu)(zu)織排(pai)(pai)放(fang)實(shi)施管(guan)控。全(quan)面排(pai)(pai)查清理涉VOCs排(pai)(pai)放(fang)廢(fei)氣(qi)旁路,因(yin)安全(quan)生產等原(yuan)因(yin)必須(xu)保留的,要加強監管(guan)監控。實(shi)施儲(chu)(chu)罐綜(zong)合治理,按照VOCs無(wu)組(zu)(zu)織排(pai)(pai)放(fang)控制(zhi)標(biao)準及相(xiang)關行業(ye)排(pai)(pai)放(fang)標(biao)準要求(qiu)進行罐型(xing)和(he)浮盤(pan)邊緣密封方式選型(xing)。鼓勵使用(yong)低(di)泄(xie)漏的儲(chu)(chu)罐呼吸(xi)閥(fa)、緊急泄(xie)壓閥(fa),定(ding)期開展(zhan)儲(chu)(chu)罐部件密封性檢(jian)測。到2025年底前,溶劑(ji)型(xing)工業(ye)涂料、溶劑(ji)型(xing)油墨使用(yong)比例分(fen)(fen)(fen)別降低(di)20個百分(fen)(fen)(fen)點和(he)15個百分(fen)(fen)(fen)點,溶劑(ji)型(xing)膠粘劑(ji)使用(yong)量(liang)下降20%。(牽頭單(dan)位:省生態(tai)環(huan)境(jing)廳;配合單(dan)位:省工業(ye)和(he)信息化廳、省市場監管(guan)局等)

(九)環境基礎設施水平提升工程。

系統(tong)推進(jin)(jin)“六(liu)水(shui)(shui)共治”攻堅戰,加(jia)快構(gou)建集污(wu)水(shui)(shui)、垃圾、固體(ti)廢物(wu)(wu)、危險廢物(wu)(wu)、醫療廢物(wu)(wu)處(chu)理處(chu)置(zhi)設(she)(she)施(shi)和(he)監測監管(guan)能(neng)力(li)于一體(ti)的基礎設(she)(she)施(shi)體(ti)系。推進(jin)(jin)污(wu)水(shui)(shui)收集管(guan)網建設(she)(she),持續(xu)提升生活(huo)污(wu)水(shui)(shui)收集效能(neng)。到(dao)(dao)2023年(nian)(nian)(nian),消除城(cheng)市黑臭水(shui)(shui)體(ti);到(dao)(dao)2024年(nian)(nian)(nian),剿滅劣V類水(shui)(shui)體(ti);到(dao)(dao)2025年(nian)(nian)(nian),新增(zeng)城(cheng)鎮污(wu)水(shui)(shui)處(chu)理能(neng)力(li)38.6萬(wan)立方米/日(ri),城(cheng)市污(wu)水(shui)(shui)處(chu)理率達98%,城(cheng)市污(wu)泥無害(hai)化(hua)處(chu)置(zhi)率達到(dao)(dao)90%。持續(xu)推進(jin)(jin)生活(huo)垃圾焚(fen)燒處(chu)理設(she)(she)施(shi)建設(she)(she),到(dao)(dao)2025年(nian)(nian)(nian),城(cheng)鄉(xiang)(xiang)生活(huo)垃圾無害(hai)化(hua)處(chu)理率達95%,焚(fen)燒處(chu)理能(neng)力(li)達11575噸/日(ri),實現全(quan)(quan)省(sheng)新增(zeng)生活(huo)垃圾全(quan)(quan)焚(fen)燒。加(jia)快推進(jin)(jin)在(zai)昌江、洋浦等(deng)區域(yu)新建或擴建危險廢物(wu)(wu)處(chu)置(zhi)、水(shui)(shui)泥窯協同處(chu)置(zhi)設(she)(she)施(shi)等(deng)。加(jia)強(qiang)固體(ti)廢物(wu)(wu)監管(guan)和(he)綜(zong)合利用(yong),預(yu)計到(dao)(dao)2025年(nian)(nian)(nian),新增(zeng)大宗固體(ti)廢物(wu)(wu)綜(zong)合利用(yong)率達 60%以(yi)上。推進(jin)(jin)塑料污(wu)染全(quan)(quan)鏈條治理。(牽(qian)頭單(dan)位:省(sheng)發展改革委;配(pei)合單(dan)位:省(sheng)工業和(he)信息化(hua)廳(ting)、省(sheng)住(zhu)房(fang)城(cheng)鄉(xiang)(xiang)建設(she)(she)廳(ting)、省(sheng)水(shui)(shui)務廳(ting)、省(sheng)生態環(huan)境廳(ting)等(deng))

四、健全節能減排政策機制

(一)優化完善能耗雙控制度。

堅持節能優先,強(qiang)(qiang)化能耗強(qiang)(qiang)度(du)(du)(du)降(jiang)(jiang)低(di)約束性指標(biao)(biao)(biao)管理(li),有(you)效增(zeng)強(qiang)(qiang)能源(yuan)消費總量管理(li)彈性。加強(qiang)(qiang)能耗雙控政策(ce)與碳達峰碳中(zhong)和(he)(he)目(mu)(mu)標(biao)(biao)(biao)任務(wu)的銜接,以能源(yuan)產(chan)出(chu)率(lv)為重(zhong)要(yao)依據(ju)合理(li)確定各(ge)(ge)(ge)市縣能耗強(qiang)(qiang)度(du)(du)(du)降(jiang)(jiang)低(di)目(mu)(mu)標(biao)(biao)(biao)。制定全省(sheng)考(kao)核方案,依照有(you)關規定對各(ge)(ge)(ge)市縣節能措施和(he)(he)能耗強(qiang)(qiang)度(du)(du)(du)下降(jiang)(jiang)目(mu)(mu)標(biao)(biao)(biao)完(wan)成情況實施年度(du)(du)(du)評(ping)價、中(zhong)期評(ping)估和(he)(he)五(wu)年考(kao)核。各(ge)(ge)(ge)市縣根據(ju)本地區生(sheng)(sheng)產(chan)總值增(zeng)速(su)目(mu)(mu)標(biao)(biao)(biao)和(he)(he)能耗強(qiang)(qiang)度(du)(du)(du)下降(jiang)(jiang)目(mu)(mu)標(biao)(biao)(biao)科學(xue)合理(li)安排本地區項(xiang)目(mu)(mu)用能。原料(liao)用能不納入(ru)全省(sheng)能耗雙控考(kao)核。(牽頭(tou)單位:省(sheng)發展改革委;配合單位:省(sheng)工業(ye)和(he)(he)信息(xi)化廳、省(sheng)生(sheng)(sheng)態環(huan)境廳、省(sheng)統計(ji)局等)

(二)健全污染物排放總量控制制度。

把污(wu)染(ran)物排(pai)放總(zong)(zong)量(liang)(liang)控制(zhi)制(zhi)度(du)作為高質量(liang)(liang)建設(she)中國(guo)特色(se)自(zi)由貿易港(gang)與國(guo)家生(sheng)(sheng)態文明試(shi)驗(yan)區、加(jia)快綠色(se)低碳(tan)發展、提升(sheng)環(huan)境治理水平的重(zhong)要抓手(shou),推進實(shi)施重(zhong)點減(jian)(jian)排(pai)工(gong)程(cheng)。將重(zhong)點工(gong)程(cheng)減(jian)(jian)排(pai)量(liang)(liang)分解到(dao)各市(shi)縣,并(bing)將責任(ren)落實(shi)到(dao)基(ji)層和減(jian)(jian)排(pai)潛(qian)力大的重(zhong)點監管企業(ye)。健全完善污(wu)染(ran)物排(pai)放總(zong)(zong)量(liang)(liang)控制(zhi)制(zhi)度(du)與排(pai)污(wu)許可、環(huan)境影響評價(jia)審批(pi)等制(zhi)度(du)的銜接,加(jia)強總(zong)(zong)量(liang)(liang)減(jian)(jian)排(pai)核算信息化管理。健全激(ji)勵(li)約束(shu)機(ji)制(zhi),堅決杜(du)絕弄虛作假。(牽頭單(dan)位:省(sheng)生(sheng)(sheng)態環(huan)境廳、省(sheng)自(zi)然資(zi)源和規劃(hua)廳;配合單(dan)位:省(sheng)住(zhu)房城(cheng)鄉建設(she)廳、省(sheng)水務廳、省(sheng)農業(ye)農村廳等)

(三)探索開展用能預算管理。

推動能(neng)耗預(yu)算引導各地(di)(di)、重(zhong)點用(yong)能(neng)單(dan)位(wei)規范、有序、合(he)理(li)用(yong)能(neng)。建立省(sheng)、市(shi)縣(xian)二(er)級能(neng)耗雙控(kong)分(fen)級預(yu)算管(guan)(guan)理(li)機制(zhi),每年定期對(dui)全省(sheng)5000噸及以上用(yong)能(neng)項(xiang)目安排進行調度(du)和排序,對(dui)完成目標存在困難的市(shi)縣(xian)加強工作指(zhi)導。編制(zhi)用(yong)能(neng)預(yu)算管(guan)(guan)理(li)方案,將能(neng)源要(yao)素優先(xian)保障居民生活、現代(dai)服務(wu)業(ye)、高新技(ji)術產業(ye)和先(xian)進制(zhi)造業(ye)。落實(shi)用(yong)能(neng)精細化管(guan)(guan)理(li),年綜合(he)能(neng)源消(xiao)費量(liang)超過1000噸標準煤的用(yong)能(neng)單(dan)位(wei)和在建、擬建固定資產投資項(xiang)目納入預(yu)算管(guan)(guan)理(li)范圍。各市(shi)縣(xian)編制(zhi)本地(di)(di)區(qu)“十(shi)四五”、年度(du)能(neng)耗總(zong)量(liang)平(ping)衡(heng)預(yu)算表,具體(ti)包括用(yong)能(neng)預(yu)算供給表、用(yong)能(neng)預(yu)算支出冊(ce)等。(牽頭單(dan)位(wei):省(sheng)發展(zhan)改革委;配合(he)單(dan)位(wei):省(sheng)用(yong)能(neng)專(zhuan)班成員單(dan)位(wei)等)

(四)堅決遏制高耗能高排放低水平項目盲目發展。

對(dui)在建(jian)(jian)、擬建(jian)(jian)、建(jian)(jian)成的(de)“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)持續開展(zhan)評估(gu)檢查,推行(xing)(xing)“兩(liang)高(gao)一低”項(xiang)(xiang)目(mu)(mu)(mu)動態清單(dan)管理(li),將項(xiang)(xiang)目(mu)(mu)(mu)管理(li)要求(qiu)深(shen)度融(rong)入項(xiang)(xiang)目(mu)(mu)(mu)招商、審批(pi)環節,嚴把項(xiang)(xiang)目(mu)(mu)(mu)準(zhun)入關(guan)口(kou),積(ji)極推動重點行(xing)(xing)業建(jian)(jian)設(she)項(xiang)(xiang)目(mu)(mu)(mu)碳(tan)排放環境(jing)影響(xiang)評價試(shi)點,明確處置意見,堅決拿(na)下不符合(he)要求(qiu)的(de)“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)。加(jia)強(qiang)對(dui)“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)節能審查、環境(jing)影響(xiang)評價審批(pi)程序和結果執(zhi)行(xing)(xing)的(de)監督評估(gu),對(dui)審批(pi)能力不適應(ying)的(de)依法依規調整上收審批(pi)權。對(dui)年綜合(he)能耗5000噸標(biao)準(zhun)煤及以上的(de)“兩(liang)高(gao)”項(xiang)(xiang)目(mu)(mu)(mu)加(jia)強(qiang)工作指導。完善“兩(liang)高(gao)一低”項(xiang)(xiang)目(mu)(mu)(mu)融(rong)資(zi)政策,對(dui)不符合(he)國家要求(qiu)的(de)“兩(liang)高(gao)一低”項(xiang)(xiang)目(mu)(mu)(mu)不予(yu)貸(dai)款,已(yi)經貸(dai)款的(de)應(ying)及時清收。(牽頭單(dan)位:省發展(zhan)改革委;配合(he)單(dan)位:省工業和信息(xi)化(hua)廳(ting)、省生態環境(jing)廳(ting)等(deng))

(五)健全法規標準體系。

嚴格落實(shi)《中華人民(min)共和(he)國(guo)海南(nan)自由貿易港法》配套生態(tai)(tai)環(huan)(huan)境保(bao)護(hu)法規(gui),加強生態(tai)(tai)環(huan)(huan)境保(bao)護(hu)領域立法,“十四五”期(qi)間,擬制定(ding)(ding)土(tu)壤(rang)污(wu)(wu)染(ran)(ran)防治(zhi)、低(di)碳(tan)發(fa)展(zhan)等(deng)方(fang)面(mian)相關法規(gui)。完善并拓展(zhan)海南(nan)省(sheng)國(guo)家(jia)生態(tai)(tai)文明(ming)試驗區(qu)生態(tai)(tai)環(huan)(huan)境標(biao)(biao)準(zhun)體系,積(ji)極構建碳(tan)減排(pai)量評估與(yu)績效評價標(biao)(biao)準(zhun)、重(zhong)點(dian)(dian)行業(ye)碳(tan)排(pai)放(fang)標(biao)(biao)準(zhun)、低(di)碳(tan)試點(dian)(dian)示范建設標(biao)(biao)準(zhun)等(deng)。完善并落實(shi)能(neng)(neng)效、水(shui)效等(deng)“領跑者”制度(du)。貫徹(che)落實(shi)國(guo)家(jia)節(jie)能(neng)(neng)環(huan)(huan)保(bao)法律法規(gui)規(gui)章(zhang),嚴格執行國(guo)家(jia)強制性單(dan)位產品(pin)能(neng)(neng)耗(hao)限(xian)額標(biao)(biao)準(zhun)和(he)污(wu)(wu)染(ran)(ran)物(wu)排(pai)放(fang)標(biao)(biao)準(zhun)。完善固(gu)定(ding)(ding)資產投(tou)資項目節(jie)能(neng)(neng)審查、電力需求側管(guan)理(li)、非道路(lu)移動機械污(wu)(wu)染(ran)(ran)防治(zhi)管(guan)理(li)等(deng)辦(ban)法。制修(xiu)訂地方(fang)大氣污(wu)(wu)染(ran)(ran)物(wu)排(pai)放(fang)、取用水(shui)定(ding)(ding)額標(biao)(biao)準(zhun)。研究(jiu)制定(ding)(ding)下一(yi)階段輕型(xing)車、重(zhong)型(xing)車排(pai)放(fang)標(biao)(biao)準(zhun)和(he)油品(pin)質量標(biao)(biao)準(zhun)。(牽頭單(dan)位:省(sheng)發(fa)展(zhan)改革委(wei)、省(sheng)生態(tai)(tai)環(huan)(huan)境廳(ting)、省(sheng)水(shui)務廳(ting);配合單(dan)位:省(sheng)農業(ye)農村廳(ting)、省(sheng)市場監管(guan)局等(deng))

2.推進(jin)綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)改革(ge)(ge)。深入(ru)貫徹落實《海(hai)(hai)南省人民政(zheng)府辦(ban)公(gong)廳關于印發進(jin)一步完善海(hai)(hai)南綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)政(zheng)策(ce)框架和(he)(he)推進(jin)措施的(de)(de)通(tong)知》(瓊府辦(ban)函(han)〔2022〕283號)要求,加快綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)發展(zhan)(zhan),進(jin)一步完善綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)標(biao)準(zhun)體系(xi)和(he)(he)激勵(li)約束機制等(deng)政(zheng)策(ce)框架。推進(jin)各項綠(lv)(lv)(lv)色(se)(se)(se)金(jin)融(rong)(rong)措施,大力發展(zhan)(zhan)綠(lv)(lv)(lv)色(se)(se)(se)信貸和(he)(he)綠(lv)(lv)(lv)色(se)(se)(se)保(bao)險,用好碳減(jian)排支(zhi)(zhi)持工具和(he)(he)支(zhi)(zhi)持煤炭清潔高效利用專項再(zai)貸款,支(zhi)(zhi)持重(zhong)點行(xing)業(ye)領(ling)域節能。鼓勵(li)有條(tiao)(tiao)件的(de)(de)市縣探索建立(li)綠(lv)(lv)(lv)色(se)(se)(se)貸款財政(zheng)貼息、獎(jiang)補(bu)、風險補(bu)償(chang)、信用擔(dan)保(bao)等(deng)配套(tao)支(zhi)(zhi)持政(zheng)策(ce)。支(zhi)(zhi)持綠(lv)(lv)(lv)色(se)(se)(se)資(zi)產證券化,鼓勵(li)社會資(zi)本設立(li)各類綠(lv)(lv)(lv)色(se)(se)(se)發展(zhan)(zhan)產業(ye)基金(jin)。支(zhi)(zhi)持綠(lv)(lv)(lv)色(se)(se)(se)債券發展(zhan)(zhan),積極(ji)培育綠(lv)(lv)(lv)色(se)(se)(se)環保(bao)企業(ye),支(zhi)(zhi)持符合條(tiao)(tiao)件的(de)(de)企業(ye)上(shang)市融(rong)(rong)資(zi)和(he)(he)再(zai)融(rong)(rong)資(zi)。(牽頭(tou)單位:人民銀(yin)行(xing)海(hai)(hai)口(kou)中(zhong)心支(zhi)(zhi)行(xing)、省地方金(jin)融(rong)(rong)監(jian)管局;配合單位:銀(yin)保(bao)監(jian)會海(hai)(hai)南監(jian)管局、證監(jian)會海(hai)(hai)南監(jian)管局、省財政(zheng)廳、省發展(zhan)(zhan)改革(ge)(ge)委等(deng))

3.完善綠色電(dian)(dian)價(jia)政(zheng)(zheng)(zheng)策(ce)。強化電(dian)(dian)價(jia)政(zheng)(zheng)(zheng)策(ce)與節(jie)能降耗政(zheng)(zheng)(zheng)策(ce)協(xie)同,健全居民階梯(ti)電(dian)(dian)價(jia)制度和(he)分時電(dian)(dian)價(jia)制度,繼續實(shi)行(xing)我省(sheng)差別電(dian)(dian)價(jia)和(he)懲罰(fa)性電(dian)(dian)價(jia)政(zheng)(zheng)(zheng)策(ce),落實(shi)落后(hou)“兩高”企業(ye)(ye)的電(dian)(dian)價(jia)上浮政(zheng)(zheng)(zheng)策(ce)。(牽頭(tou)單位(wei):省(sheng)發展改革委(wei);配(pei)合單位(wei):省(sheng)工(gong)業(ye)(ye)和(he)信(xin)息化廳,海南電(dian)(dian)網公(gong)司等相(xiang)關(guan)企業(ye)(ye))

(七)完善市場化機制。

探(tan)(tan)索節(jie)能(neng)量有償收(shou)儲和(he)市(shi)場(chang)(chang)(chang)化(hua)交易(yi)機(ji)制(zhi),推(tui)廣綠色電(dian)(dian)(dian)力(li)證(zheng)書交易(yi)。探(tan)(tan)索西南水電(dian)(dian)(dian)參與(yu)海南電(dian)(dian)(dian)力(li)市(shi)場(chang)(chang)(chang)化(hua)交易(yi)。完善(shan)《海南電(dian)(dian)(dian)力(li)現貨市(shi)場(chang)(chang)(chang)交易(yi)規則》,推(tui)進(jin)我省(sheng)(sheng)(sheng)電(dian)(dian)(dian)力(li)現貨市(shi)場(chang)(chang)(chang)化(hua)建設(she),建立(li)與(yu)南方區域(yu)電(dian)(dian)(dian)力(li)市(shi)場(chang)(chang)(chang)相銜接的(de)現貨市(shi)場(chang)(chang)(chang)。完善(shan)電(dian)(dian)(dian)力(li)需求(qiu)側管理(li)(li)(li)。建立(li)完善(shan)電(dian)(dian)(dian)力(li)調峰輔助服務市(shi)場(chang)(chang)(chang),探(tan)(tan)索基(ji)于價(jia)(jia)格激勵(li)的(de)電(dian)(dian)(dian)力(li)需求(qiu)側響應(ying)。鼓勵(li)用(yong)戶將(jiang)年度(du)檢修或停產時間(jian)主動(dong)轉移至用(yong)電(dian)(dian)(dian)高峰時段,以(yi)(yi)及在(zai)負荷(he)低谷、可再(zai)生資源(yuan)(yuan)高發時間(jian)主動(dong)投入負荷(he)。到2025年,電(dian)(dian)(dian)力(li)需求(qiu)側響應(ying)力(li)爭達(da)到全(quan)(quan)(quan)社會(hui)最大電(dian)(dian)(dian)荷(he)的(de)3%。鼓勵(li)市(shi)縣政府加(jia)大對合(he)同能(neng)源(yuan)(yuan)管理(li)(li)(li)的(de)支持力(li)度(du),在(zai)工(gong)(gong)(gong)業(ye)、建筑(zhu)、交通、公共機(ji)構等(deng)行業(ye)領(ling)域(yu)積極推(tui)廣節(jie)能(neng)咨詢、診斷、設(she)計、融資、改造、托管等(deng)“一(yi)站式”綜合(he)服務模式。建立(li)健全(quan)(quan)(quan)以(yi)(yi)“準許成本+合(he)理(li)(li)(li)收(shou)益”為核心(xin)的(de)約(yue)束與(yu)激勵(li)相結(jie)合(he)的(de)定價(jia)(jia)制(zhi)度(du)。健全(quan)(quan)(quan)統一(yi)的(de)綠色產品標(biao)準、認證(zheng)、標(biao)識(shi)體系,在(zai)重點用(yong)能(neng)單位全(quan)(quan)(quan)面(mian)推(tui)行能(neng)效(xiao)(xiao)對標(biao),持續推(tui)行節(jie)能(neng)環(huan)(huan)(huan)(huan)保產品認證(zheng)與(yu)開展(zhan)“能(neng)效(xiao)(xiao)領(ling)跑(pao)者(zhe)”行動(dong)。開放環(huan)(huan)(huan)(huan)境治理(li)(li)(li)市(shi)場(chang)(chang)(chang),平等(deng)對待各類(lei)市(shi)場(chang)(chang)(chang)主體,規范(fan)市(shi)場(chang)(chang)(chang)秩序(xu),健全(quan)(quan)(quan)環(huan)(huan)(huan)(huan)境監(jian)測機(ji)構質量控制(zhi)管理(li)(li)(li)體系,探(tan)(tan)索環(huan)(huan)(huan)(huan)境治理(li)(li)(li)企業(ye)分級評估(gu)評價(jia)(jia)機(ji)制(zhi)。創新環(huan)(huan)(huan)(huan)境污染(ran)治理(li)(li)(li)模式,推(tui)進(jin)工(gong)(gong)(gong)業(ye)園區環(huan)(huan)(huan)(huan)境污染(ran)第三方治理(li)(li)(li),生態環(huan)(huan)(huan)(huan)境導(dao)向的(de)開發(EOD)模式試點。(國家能(neng)源(yuan)(yuan)局(ju)南方監(jian)管局(ju)海南業(ye)務辦、省(sheng)(sheng)(sheng)發展(zhan)改革委、省(sheng)(sheng)(sheng)工(gong)(gong)(gong)業(ye)和(he)信息化(hua)廳、省(sheng)(sheng)(sheng)生態環(huan)(huan)(huan)(huan)境廳、省(sheng)(sheng)(sheng)市(shi)場(chang)(chang)(chang)監(jian)管局(ju)、省(sheng)(sheng)(sheng)財政廳、省(sheng)(sheng)(sheng)機(ji)關(guan)事(shi)務管理(li)(li)(li)局(ju)等(deng)按職責分工(gong)(gong)(gong)負責)

(九)壯大減排人才隊伍。

健全省(sheng)(sheng)(sheng)(sheng)、市(shi)縣、重點(dian)園(yuan)區三級節(jie)能(neng)監察體系(xi)。重點(dian)用能(neng)單位按(an)要求設置(zhi)能(neng)源管(guan)理崗(gang)位和(he)負責(ze)人(ren),推動建立能(neng)源管(guan)理師制(zhi)度。加強街鎮基層(ceng)(ceng)生態環境(jing)監管(guan)隊(dui)伍建設,重點(dian)排(pai)污(wu)單位設置(zhi)專職(zhi)環保(bao)人(ren)員。加大政(zheng)府有(you)關部門、企(qi)業(ye)(ye)等節(jie)能(neng)減(jian)排(pai)工作(zuo)人(ren)員培訓(xun)力(li)(li)度。建立與(yu)省(sheng)(sheng)(sheng)(sheng)級有(you)關執法(fa)(fa)隊(dui)伍協作(zuo)執法(fa)(fa)機制(zhi)。實施專業(ye)(ye)技(ji)術人(ren)才知識更新工程,圍繞減(jian)排(pai)相(xiang)關領域(yu),培養和(he)引進(jin)高層(ceng)(ceng)次、急需緊缺(que)和(he)骨(gu)干專業(ye)(ye)技(ji)術人(ren)才。探索開發節(jie)能(neng)環保(bao)領域(yu)新職(zhi)業(ye)(ye),組織制(zhi)定相(xiang)應職(zhi)業(ye)(ye)標準。(省(sheng)(sheng)(sheng)(sheng)委人(ren)才發展局(ju)、省(sheng)(sheng)(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)(sheng)(sheng)生態環境(jing)廳、省(sheng)(sheng)(sheng)(sheng)人(ren)力(li)(li)資源社會保(bao)障廳按(an)職(zhi)責(ze)分工負責(ze))

五、強化工作落實

(一)加強組織領導。

各(ge)(ge)市縣政(zheng)府(fu)要(yao)(yao)對本行政(zheng)區域節(jie)能工作負總(zong)責,主要(yao)(yao)負責同(tong)志是第一責任人,堅持系統觀念,明確目標(biao)責任,制定實(shi)施方案,精準發力,全程嚴控,確保(bao)完成(cheng)“十四五(wu)(wu)”節(jie)能減(jian)排(pai)各(ge)(ge)項任務。將節(jie)能目標(biao)與國民經濟(ji)和社會發展(zhan)五(wu)(wu)年規劃及年度計(ji)劃充分銜接(jie),明確各(ge)(ge)部門(men)(men)責任。省發展(zhan)改革委(wei)負責統籌協(xie)調(diao),做好工作指(zhi)導,重大情況及時向省政(zheng)府(fu)報告,對接(jie)國家部委(wei)爭取更多節(jie)能政(zheng)策支持。國有(you)企業要(yao)(yao)帶頭(tou)落實(shi)節(jie)能減(jian)排(pai)目標(biao)責任,鼓勵實(shi)行更嚴格的目標(biao)管理(li)。(牽(qian)頭(tou)單位:省發展(zhan)改革委(wei);配合單位:省各(ge)(ge)有(you)關部門(men)(men))

(二)強化監督考核。

完善“十四五”市(shi)縣(xian)政府(fu)節(jie)(jie)能(neng)和減排目標(biao)責(ze)任(ren)(ren)評價(jia)考核(he)(he)機制,加強正(zheng)向激(ji)勵和督促指(zhi)導(dao)(dao)。依照有關規(gui)定(ding)將(jiang)節(jie)(jie)能(neng)目標(biao)責(ze)任(ren)(ren)評價(jia)考核(he)(he)結果納入“十四五”時期末市(shi)縣(xian)高(gao)質量(liang)發(fa)展(zhan)綜合考核(he)(he),優化能(neng)耗雙(shuang)控考核(he)(he);將(jiang)總量(liang)減排目標(biao)任(ren)(ren)務完成情(qing)況納入海南省(sheng)市(shi)縣(xian)污染防治攻堅戰成效考核(he)(he)。考核(he)(he)結果經省(sheng)政府(fu)審定(ding)后,交(jiao)由干(gan)部(bu)主管部(bu)門(men)作為(wei)對市(shi)縣(xian)政府(fu)領(ling)導(dao)(dao)班子和領(ling)導(dao)(dao)干(gan)部(bu)綜合考核(he)(he)評價(jia)的重要(yao)依據。(牽頭單(dan)位:省(sheng)發(fa)展(zhan)改革委;配合單(dan)位:省(sheng)工業和信息(xi)化廳(ting)、省(sheng)生態環(huan)境廳(ting)、省(sheng)統計(ji)局(ju)、省(sheng)委組織部(bu)等(deng))

(三)開展全民行動。
